With more than 20 years’ experience in high-stakes federal and state tax disputes, she is widely regarded as a trusted adviser on sophisticated, cross-border tax issues. Shannon is particularly acknowledged for managing sensitive matters requiring careful judgment, discretion, and multi-jurisdictional coordination.

In addition to the traditional tax controversy matters – including audits, appeals, or tax litigation – Shannon has extensive experience in advising clients on issues regarding foreign bank account reporting (FBAR) obligations, FATCA reporting, and counseling clients regarding their menu of options of voluntarily coming forward to remediate historic compliance deficiencies proactively such as the Internal Revenue Service’s Offshore Voluntary Disclosure Practice, Streamlined Filing Procedures.

She acts for an international client base, including business leaders, politicians, professional athletes, and musicians, many of whom have assets across multiple jurisdictions.

Shannon holds a BS in Engineering from Cornell University, a JD from the University of Pennsylvania Carey Law School, and a certificate in Business and Public Policy from The Wharton School.
