Phillip represents clients throughout the lifecycle of disputes, from audit and administrative proceedings to litigation and appeal.
His experience includes IRS examinations, collection matters and Appeals hearings, including collection due process cases, as well as advising on innocent spouse relief and whistleblower claims.
Phillip also supports clients on complex international and domestic reporting obligations, helping them navigate compliance requirements and assess available resolution options. He has appeared before the U.S. Tax Court, U.S. District Courts and the U.S. Court of Appeals, including presenting oral argument.
He is an active contributor to the tax community. He regularly speaks at leading industry forums and has published extensively in recognised tax journals. He serves as Chair of the American Bar Association’s Tax Collections, Bankruptcy and Workouts Committee.
He is admitted to practise in New York and New Jersey. He is also admitted before the United States Tax Court, U.S. District Courts for the District of New Jersey, and the Eastern and Southern Districts of New York, as well as the U.S. Courts of Appeals for the Second and Third Circuits.
Phillip holds an LL.M and a JD from New York Law School, and a BA from Wagner College. Phillip is a member of the American Bar Association.
