Nicola Thorpe comments in The Telegraph on the importance of certainty for non-doms considering moving to the UK
min readOn April 6 2025, the UK abolished the "non-dom" status and the remittance basis of taxation and replaced it with a new residence-based regime.
The tax change arguably accelerated departures of high-net worth non-doms, despite many having strong emotional and personal ties to the UK. Many wealthy individuals considered options outside of the UK, with countries such as Switzerland and Italy appearing as front-runners with more predictable and attractive tax regimes.
Public finances are very dependent on the highest earners and there is a realisation that the UK needs to improve its reputation for stability in order to draw more non-doms to the UK.
The Telegraph points to a need for a government-led cultural and PR reset: making high earners feel valued and showcasing the benefits of investing in the UK, which could help mitigate departures and encourage returns.
