EU Packaging and Packaging Waste Regulation: Who Is Affected?
min readThe PPWR places distinct obligations on different actors in the supply chain for packaging and packaged goods:
- Producers (entities first making packaging available in a Member State – including via online sales direct to consumer): registration by 12 August 2026 in all relevant Member States, data reporting and payment of fees.
- Manufacturers (typically the brand owner for branded packaging): primary responsibility for the sustainability and labelling of packaging, required to draw up technical documentation and a Declaration of Conformity by 12 August 2026.
- Importers and Distributors: subsidiary obligations relating to the sustainability, design and labelling of packaging and packaged good.
